After years of industry discussion about replacing leaded avgas, the FAA on July 30 released its final plan for transitioning the general aviation fleet to unleaded fuel. The plan lays out how it intends to move the piston fleet off 100LL by 2030 without cutting off supply or grounding the aircraft that depend on it. What the FAA actually released The Transition Plan for Unleaded Aviation Gasoline was introduced by the FAA as a roadmap to integrate unleaded fuel into general aviation. It uses a phased process to cover fuel testing, authorization, gathering operational experience, nationwide implementation and separate planning for Alaska. The FAA first released a draft version in January and incorporated comments from the public into the final document. The plan fulfills a provision of the 2024 FAA Reauthorization Act that requires the FAA to partner with the aviation industry to safely transition the piston-engine fleet to unleaded aviation gas by 2030. The FAA is working with the industry through the Eliminate Aviation Gasoline Lead Emissions (EAGLE) initiative, which aims to identify at least one unleaded fuel acceptable for general aviation. The FAA stated that it will work with the initiative to: execute the FAA Piston Aviation Fuels Initiative (PAFI) speed up the rollout of high-octane unleaded fuelencourage airports to introduce unleaded fuel alternatives prevent premature supply disruptions during the rollout Why you can’t just pull 100LL 100LL (low lead) is the avgas that piston aircraft burn today, and the lead is what lifts it to 100 octane. Engines with higher compression ratios need that octane level to avoid detonation, which can damage engine components. Unleaded fuels like UL94 already serve lower-compression engines, but that fuel is incompatible with the high-compression aircraft that consume most of the avgas sold. Most of the piston fleet uses engines that were designed before lead was identified as an environmental issue. Because there is no unleaded fuel that can safely run in all high-compression engines or even a widely available one, pulling 100LL before a true replacement exists would ground most of these engines.Potential alternative fuels have to clear three separate stages: an ASTM specification, FAA fleet authorization, and STCs for the aircraft that will use them. An ASTM production specification means the fuel has an agreed industry recipe, so it can be made consistently and at volume. An STC authorizes it for a specific aircraft. And the FAA must grant PAFI fleet authorization for a fuel to be approved across the fleet. A fuel can hold an ASTM spec and still not be approved for certain aircraft. Multiple fuels already have an STC, but are still working toward an ASTM specification and PAFI fleet authorization. What happens next The FAA is trying to avoid a rushed transition and is treating it as a logistics challenge as much as a technical challenge. Finding viable unleaded fuel is only the first step. The fuel also needs to be compatible with the general aviation fleet and accepted by pilots. It will also need to be widely produced, distributed and adopted by airports to be available to all regions in the U.S. All these individual components must advance together for a safe transition. The FAA’s plan requires maintaining 100LL availability while unleaded alternatives become more widely available and enforcing airport obligations to prevent disruptions during the transition. With a plan now fully in place, the aviation industry can expect to see more progress toward the transition goal of 2030. STC fuel is already available for piston owners and pilots to use, but the plan is really a bet on logistics. How quickly unleaded fuel shows up at an average field, and at what price, is worth watching over the next few years.
